According to his workers, well-liked car workshop boss Tan Boon Sin usually worked past 7pm. But on 10 July 2013, Tan left his Kaki Bukit workshop at around 2pm to retrieve items from his CISCO safe deposit box at Paya Lebar — bags of items including documents and valuables — and returned to his home at Hillside Drive.

His eldest son, Tan Chee Heong, was also home. He owned an electronics products business and lived with his air stewardess wife and two sons aged 4 and 10 in a Sengkang Flat. Although he visited his parents two to three times a week, his mother had told him earlier not to come by that day because she was not going to prepare dinner.

“We do not know why he went home. If he did not, then this would not have happened to him,” a relative later told the press.

At around 3pm, a neighbour passing by the Tans’ house at 14J Hillside Drive heard the sounds of people quarrelling. She dismissed it as domestic quarrels are not something out of the ordinary. A domestic helper told reporters that she heard the banging of tables, while another helper working across the street said she saw people in the house fighting. This was consistent with the state of the house when the police arrived — although there were no signs of forced entry, the interior was in a mess and there were bloodstains on the doorstep.

At 3.40pm, several witnesses — including maintenance officer Fabian Patrick, who was working at a disused school across the street — saw the younger Tan stumble out of the house, bleeding profusely from his neck and collapse face-down on the lawn. Moments later, the as-yet-unidentified police sergeant Iskandar Rahmat, 34, reversed the family car, a silver Toyota Camry, out of its lot and ran over Tan in the process, before driving off with the latter still lodged under the car.

“It’s impossible to not see the body dragging,” said Patrick. “It was like the sound of tree branches dragging along the road. You don’t want to hear that sound.”

As the car zoomed past, Patrick gave chase on foot, till the car turned into Upper Serangoon Road, where he stopped to call the police. He also saw another witness hop onto his motorcycle to give chase.

Tan Chee Heong was dragged under the car for almost one kilometre along Upper Serangoon Road, before he was dislodged at the taxi stand just outside Kovan MRT station. When the police arrived, Tan was pronounced dead at around 4pm. Following the blood trail, the police then discovered his father, who also had slash wounds on his body, dead in the living room of his own house.

That same day, after dumping the getaway car in an industrial estate in Eunos, Iskander returned home, grabbed his passport and crossed the causeway into Malaysia at around 11pm, riding his green Vespa scooter.
